    Services State Assessment for Students With Disabilities Support Services Surrogate Parent Information Teacher Preparation and Certification Program TPCP Teacher Quality and Student Success Technology Support Services Technology and Instructional Media Services Texas Behavior Support Initiative TBSI On line Training Information Texas Education Telecommunications Network TETN Textbook Adoption Transition Visually Impaired program for Write for Texas About Us Departments Calendar Alternative Educator Certification ESC Region 19 Purchasing Allied States Cooperative ESC Staff Links Meeting Room Rentals Programs Services Schools Stream 19 Board of Directors Login Public Information House Bill 5 Superintendent Resources Texas Behavior Support Initiative TBSI On line Training Information Senate Bill 1196 defines seclusion restraint and time out and allows for the use of locked unattended confinement in defined emergency situations while waiting for law enforcement personnel to arrive on the campus The bill required the commissioner of education to adopt procedures and training recommendations by August 1 2002 for the use of restraint and time out by a district charter school employee or volunteer or an independent contractor of a district charter school Commissioner s Rule 89 1053 Procedures for the Use of Restraint and Time Out was adopted in April 2002 with an effective implementation date of August 1 2002 The rule defines emergency situation restraint and time out and the training requirements for school personnel Training for core campus teams including charter schools is to include professionally accepted practices and standards regarding behavior management and encompasses an array of positive behavior interventions Campus personnel likely to use restraint or likely to use time out as part of a student s Individualized Education Plan IEP and or Behavior Intervention Plan BIP should receive training You will learn more about the specific training requirements pertaining to restraint and time out in modules developed specifically to address these interventions
